what exactly is meant by this?

what it means if you need a friend to turn the engine on and off quickly before the power steering reservoir empties (this will happen pretty quickly) as this will introduce air into the system and make the process all the more difficult. You want to top up the reservoir with more fluid before it is totally empty. Getting air in the system isn't the end of the world but the pump will be noisy and airate the fluid for a few days. You'll need to add fluid once the air bubbles to the top of the reservoir.

Just a tip of you do get air in the system (you will know, makes a lot of noise). Jack both front wheels off the ground and turn lock to lock slowly about ten times, start it up and do the same just to make sure you got all the air out, if there's still air just repeat.
