Modifications in the N.T. are run through the Technical Advisory Committee which meets once a month to grant or deny any written modification application. Since these are judged on an individual basis a bit of common sense can get approval for some mods that other states may not approve.
Eg If you are raising the cubic capacity of an engine you must show that the suspension & brakes are upgraded to suit.
The vehicle must still comply with the relevant ADRs & some modifications will warrant an MVR inspect only endorsement.

Yeah similar to other states.

However, soon it will defiantly all be a federal setup, which makes sense.

ADR is Australian, so no state should (in theory) be different. Vehicle mods come under Design rules, to make sure its still safe.

there's a bit of confusion over how vehicle regulations work in australia.

ADRs apply to vehicle design rules for new car makers and importers. they don't directly apply to owners.

state vehicle standards do apply to owners. all (as far as i know) state standards require a vehicle to continue to comply with relevant ADRs (those that applied when it was built).

but basically rules for mods are applied at the state level. (a national code of practice is supposed to harmonise this but the states still have to pick it up in their own regs. and may make changes)

I noticed you have used the QLD guidelines , this is not usable to the point of law (front cover details this )
if you want to follow qld modification laws , you must follow the Code of Practice for Light Vehicle Modifications.

there are new DOTARS laws coming out , but have not yet been implemented ( they are available , but not general law yet.
