The new sensor could be faulty or ECM is no good.

For a temporary solution you could wire in a on/off switch to control your fan manually, splice one wire from switch into c1 at ecm (should be a blue wire with white trace) and other side of switch to ground, this will get you driving again until you sort out your problem.
