Yes any where in Australia for that matter. Only thing is it needs to be a near identical swap as it was in the VS then you can owner certify it. Only issue I can see coming up is a challenge that VR never passed ADR with the later engine but the chassis are the same except ABS.
Best call tech standards TBH

Should not be an issue at all as you are going further forward which is what they'd prefer emission wise and not technologically backwards which you are not allowed to do. There have been plenty of VR's fitted out with Ecotecs, honestly a much better option in my opinion if you've got a really nice VR.

As above it should be fine as you are using a later engine rather than an earlier one. Hence you are meeting your emissions obligations.
