half of what you write does not make sense
it is not the pump
it is not the fuel pump relay
do you own a multimeter and know how to use one
if you plan on doing work on any car especially a modern one, it is a necessity
at the plug to the fuel pump
measure the voltage on the tan wire and the black/yellow wire
too lazy to look up the values but tan is the ground wire, black/yellow should be between 0v and 5v depending on how much fuel you have
it is possibly the cluster but that would be the least most likely item
most common is the sender, but assuming you fitted a good quality pump/sender unit and did not bend the float arm then next choice would be a broken wire as already mentioned
but using a multimeter you will be able to diagnose 100% in a couple of hours
edit fuel gauge is a 5v signal
