Sounds like you might need to have the 1 -> 2 shift solenoid replaced.

I would think around $200-$300, since they need to drop the trans sump and fluid, replace the solenoid, presumably replace the filter, and then replace the sump gasket and sump, top up the fluid, and road test. If they replace all the fluid in the trans, instead of just the fluid in the sump, the cost would be somewhat higher.
