If you had to scratch the paint off then probably not. It's not not normal for people to spray the box, but if they have, then they have had it out of the car at some point

It kind of points to some potential accident damage, or something happening at some point...

You could only hope it was to beef up the box a bit, but if there is no other work done to the car ie, motor. Then I would say it was out due to a fault.
