i got done on my vu ss to get it sounding legal (90db max) i had to get a full stock exhaust system from cat backs i passed at 89db coz i got extractors and high flow cats it just made it. i had to rev it to 4500 and the loudest point was the deceleration. good luck mate, its such a hassle

extractors and cold air intake will give you a little more. but if you want to get v8 in a few years, then i wouldnt bother in spending any money on the v6. save up all you can and get a v8 and modify that.
