Basically, when I turn on the aircon this clapping sound can be heard for a second then it dies down but still can be heard if you listen closely enough and then when you turn it off it spikes up again. One mechanic said it was the tensioner other said it was compressor clutch. What do you think is the issue? How much does it cost to fix? Can I do it myself?

Tensioner is cheap, you would put upgraded one in with new belts for about $150

Don't be bullied into changing compressor when the clutch can be fixed for far less.

You will find the VE/WM air-conditioner compressors don't have a clutch. The following is from the specifications for the compressor.

The new Denso 6SEU16C is a large leap in compressor
development, utilizing today’s efficient computer controlled
environment to maximize passenger comfort and vehicle
performance.
The 6SEU16C uses an electronic controlled variable valve. This technology allows
the compressor to run continuously, thus removing the need for the clutch coil and
armature.

I think you will need to have the problem looked at by an air-con specialist.

My daughter had her Commodore looked at by Holden. What a debacle. Complete amateur hour. Her husband got their money back and took it to a a/c specialist. He diagnosed the problem in 30 seconds. Go to the specialists. They know their sh1t!

The compressor does not have a clutch however it does have a dampener with rubber bumpers in it. These slowly disintegrate over a period of time and create a rattle. Unfortunately these rubber parts are not available in Australia however can be ordered overseas.
Mine had a slight vibration at low revs and installing these new bumpers solved the problem.
I put a thread on here a couple of months ago however not sure how to link it. Try searching for buzzing or vibration at low revs.
