You are right in what you say, but for the High speed fan to turn on, the BCM sends a signal via serial data to the PCM and then the PCM signals to switch it on.Cheers for those mate,
Looking at the diagram, the low speed fans are switched through the BCM but the high speed is switched directly from the PCM.
If fuse F14 is going when the high speed fan is supposed to switch on it would suggest the issue is at the PCM.
Is fuse F29 blowing?
Thanks for all the suggestions and help.
It turns out that there were two separate issues.
A short in the wiring behind the dash causing the fuse to blow.
A burnt out plug in the fan wiring harness causing the low speed fan not to work.
