99' VT Power steering heavy

Hi, got a new power steering pump, have bled it drove it round abit but is still very heavy has no power steering at all, nothing is leaking, all clamps aren't to tight, like physically is feel like turning the wheel when the car is off, cheers thanks for your help

Can you see a good flow in the reservoir? Groans or whining?

Really only leaves the rack as a culprit. Power steering on these is a simple animal
