The outside diameter of the wheel and tyre combination must be no more than 15mm over the largest diameter
wheel and tyre combination specified for the vehicle
and not more than 15mm below the smallest diameter wheel
and tyre combination specified for the vehicle.

Just to clarify for those who are confused.

2 inch rule was scrapped awhile back now in VIC.

Now the rule is as Travy has mentioned above in regards to not increasing the overal diameter by more that 15mm.

BUT

One issue you will fall into is tyre load ratings.

You will be hard pressed to find a tyre for a 20' rim that meets the 615kg per corner load index of MOST late commodores.

And finally my opinion...

Yes 20's are too big... the are not very practical either as you got to avoid bumps and holes so you don't bend it.
