Best I can find with a quick Google.
And my personal experience.

Note: At least two transponder keys must be programmed. (If a second transponder
key is not programmed an immobilizer service message will continually appear on the
instrument display).

With my Experience with my VE Keys,
There HAS TO BE A MASTER KEY, [Key 1] programmed in to BCM,
Otherwise you can not program in any Keys,

You can delete them all,
Then you have have to re-create a Master Key, [Key 1] [This one usually Flashes the Indicators. and Reverse Lights]
Then you can program in a Second Key, [Key 2] [Flashes the indicators only]
Then a Third Key, [Key 3] [Flashes the indicators only]
and Forth Key, [Key 4] if required. [Flashes the indicators only]

Then the Keys need to be programmed into the RFA for them Lock/Unlock the Doors [Boots for Sedans].

However, you can Add additional Keys,
But you must have one that is active, and is operational already programmed into the BMC and RFA , for the additional one to work.

The OP, said she only got 1 Key From the Dealership,
And if that is a working Key, she can get an additional one programmed in for the
Cost of the Key,
Cutting &
Programming,
this SHOULD NOT cost more than $180 [worst scenario]

Dealership should be able to provide the Key Code, and she can order the Key cut to Code,
Then it just needs to get it programmed into the BCM and RFA.
It is a VERY Simple exercise, where the Dealer makes it out to very technical,
Its the Old Story with a Customer,

Lmao that’s so true... cos I’m definitely one they could do that to since I know next to nothing about cars. Lucky I asked. I’m gonna have to get this key done but definitely not through them.

What happens if the key that the dealership supplied is only the second key? As the master key has been lost?
From what’s been said, I’d guess you delete all keys from RFA and BMC (not sure of procedure). Then you’d program the key you have as the master key (in BMC key memory 1 or whatever it’s called and then into RFA).

krusing will be able to clarify exactly  and I agree with his reference dealer mission statement :p

Maybe this is why the stealership wants to make 2 keys?

But $600.00, well they don't call it a stealership for nothing.;)

No, if I’ve understood krusing’s post, they just need to clear all key ids and program the owners only key as the master key... Seems the stealership just want to sell a $600 key for their weekly beer pissup at the owners expense

Commodores are easy lock smiths can do them.
Some makes though when we do a stolen recovery at work we need a full lock set and some are dealer only.
Which reminds me I did 4 stolen recovery inspections last week and no one asked me to quote the keys. Maybe the panel beaters are getting a better deal?
