They sure can. EULA's have a lot of fine print. It's not hard to protect a platform from the provider though, with the right skills and cash. Us singular clowns don't get the luxury. Even incognito leaves plenty of fingerprints

Why can't the Australian government use this Australian cloud service for OUR census data....??

They are exclusively focused on the Australian government (Federal, State and Local) as well as critical national industry.

Short answer, there isn't any Australian owned cloud providers that are capable enough. Microsoft, Google and AWS have cheap, reliable and highly functional services. It's near impossible to compete

Sovereignty is well managed, these services had to make significant changes (IRAP) before government would even look twice at them. I agree with the sentiment about dollars offshore but also noting that due to sovereignty and security these three giants have to employ citizen, cleared resources (who are highly skilled and far from cheap) which by default puts a percentage of that turn over back into our economy. The tax issues are a whole other story
