Back to OP's original question,

There is a few options mentioned above,
However, I was thinking, could this car have had wiring alterations?
Especially since you mentioned replacing the light bulb/s and a fuse, and the lights stay on (hmmm)
Its not an ex-Police Car by any chance ? (that you know of)

Possibly the PO did some wiring alterations?
No modifications were done, and not an ex police car. my father purchased it from his boss a few years after it was bought, so I know its unmolested. turns out the car has a 45 second time delay, so no issues. Thanks for the suggestions though guys

nope, standard replacement. found out the car has about a 45 second delay before it switches off, which is weird because both my vz and vy turn off immediately which is why I thought I had an issue. Cheers for the suggestions tho guys I appreciate it.
Like krusing said, you can adjust the length of time or turn it off all together through the menu.

Isn’t it set and mode on ignition (don’t start)?

Wait, on VT VX, is that possible? It is VY and VZ with the lights delay. Maybe not VX.
