Check out the last paragraph in 13.7. Essentially you can lower your VE Commodore but because it is ESC equipped the onus is on you to prove that your modification does not impact on the operation of the ESC system. Lowering the car, changing the ride firmness (aftermarket shocks etc) or fitting coil overs could all effect ESC operation and thus the onus is on the driver to prove it doesn't. Bottom line is that a lowered VE will most probably not be a legal modification and thus potentially zero insurance cover in the event of a smash.
