Low idle issue CV8Z

I'm having a problem with my CV8Z, when I jump off the accelerator the idle speed drops too low and often cuts out. If it doesn't cut out the idle speed returns to normal after a few seconds. If I drop off gradually everything is OK. I can replicate this behavior with the engine off using an OBD2 adapter and software while monitoring the TPS. Can the accelerator pedal be adjusted at all or does anyone have an idea what might be causing this?

To be more precise, each and every time I take my foot off the accelerator pedal the TPS flutters between 15 and 16% for a few moments then rises to 19% at which the normal idle speed is maintained.
