if the coil has been moved redo the joins in the wires. I changed a modal on a vp a couple of months ago only because we found a rebuilt mosfet modal in a wreck we were raping parts off ole mate reckons it goes better than before.

It appears to be weak spark, so getting fuel but not a good enough spark to ignite it.
Tracing wiring and testing voltage but found continuity between the cabin side of the main fuse near the battery and earth.
There is continuity when I flash the high beam, no battery connection.
Will be checking this on another VP today

probably the resistance of the globe(s) is what you seeing as a circuit how many ohms did you measure?
Anything under 20 ohms will buzz a lot of meters.
How much resistance would a headlight globe have ? Is what I think your seeing

All globes and instrument cluster were removed
You've lost me I thought we were working on the ignition circuit ? Is it a direct short your seeing with the tester that shouldn't be too hard to find it would be blowing the fuse?
the coil wont have much internal resistance .

I have checked my other VP and its the same.
I have plugged all the harness on the engine again.
I have checked the voltage at the coil with ignition on.
When I crank it it wont fire but can smell fuel
