Unless you suffer from equilibrium problems i think your inner spirit level would be just fine for an oil check.

If you want it to be dead accurate though reckon it would need to be on exactly the same angle as the base of the sump.

Practically impossible to achieve an accurate result because theres too many variables. Mounts and bushes, springs, tyre pressure, wheel alignment, how full the tank is, all these things plus more will change the angle of the car against a horizontal plane.

As suggested above, a petrol station or a garage at home or even most public car parks that we multi storey would be close to level allowing a little for rain run off.
