i been told the something about the surge in the tank that needs to be replaced that will solve the 1/4 tank problem....will replacing the whole tank be benificial?

I would say yes.
The 1/4 tank problem is due to the fuel return line in the tank being disconnected from the swirl pot either by age or when the fuel pump gets replaced and the fuel return line has been disconnected in the incorrect manner...

When you replace the tank will you get the new compnonent that comes with it?

No idea since I am not sure that the tank is brand new....
