Actually I don't think there is a lockout solenoid in the commy. I reckon I am thinking of Mazda.

Sorry guys the noise happened to be the cruise control motor. sounded like it was coming from below the shifter when sitting in the car.
Is it normal for the cruise control motor to make that noise when the ignition is turned to on?

I've never heard it so I'm assuming it's not normal.
