President Donald Trump's threat Friday to involve the military more deeply in the response to protests and looting in Minneapolis is unlikely to come to fruition, but he has the authority to deploy active-duty forces or National Guardsmen under his control, defense officials and national security experts said.

Note that, Governors can mobilize the National Guard for any deployment after they agree with the request of the President. Once they delegate the authority, they become (attached) part of the US Army. The president CANNOT mobilize the Guard, that is State controlled. The president can act according to the powers given to him by the US Constitution. He is not a King or anything like it. He is doing a legal and constitutional move within the boundaries of his office's power. In another words, is dumping the mess in the State Leadership. Is the State responsibility to take care of the situation.
