engineers certificate??

this is the closest thread i could find to what im chasing, and although i havent been on this site for 10000 years i think im in the right place...
i have purchased an escort, for my donor and i have also purchased a 13b rotary as my engine:) im wonder on how to go about putting it all in?
im told that a panel beater has to do it, even if he has no knowledge on welding etc... but a welder? how do i go about getting the certificate? does it vary with the car? do i just get a mate to say its stock motor when i get it registered and do it in vic so i never have to take it back? lol....
how much are they...
i assume i would have to tell them i would have a different drive line etc too??
im not sure how it all works just want to know how much my extra costs are?

From what I understand, you just get the conversion done by a mechanic who is authorised to do engineer's certificates i.e. an engineer.

BTW, I think it might be more appropriate if you ask your question in this thread:

Good luck with it, a 13B in an Escort would be awesome!

I have xenon headlamps and I am pretty sure they are fine as long as the colour is closer to white than it is to blue. Mine look white and not blue so I guess mine are ok?

Yeah completely legal, unfortunately... I hate driving towards them, but hey its better than the high-beams! Most European cars these days suchs your Audi's and BMW's have blue tinted rear vision mirrors just for this reason, so that the blue is taken out of your vision.

Just want to clarify whether theres any documentation on WHAT is actually legal. I've purchased a set of globes rated at 12v 55watt and 4000K+. I'm guessing since 4000K is the measure of colour maybe there is some place that defines what is acceptable? Also a guy posting here: Ozhonda Forums - View Single Post - HID/XEON ADR Question what is the kelvin limit? claims that 4000K is pure white light, thus I shouldn't have any issues with police attention should I?

Here's your answer:

Section 74 Road Safety Act 1986

74 Offence to sell, use or possess anti-speed measuring devices

(1) A person must not own, sell, use or possess a device the sole or principal purpose of which is to prevent the effective use of a prescribed speed
measuring device or to detect when a prescribed speed measuring device is being used.

Everyone gets the same fine. Also if you're from interstate, the relevant state that your licence is from is told of the ticket and they are sort of expected to pass on the points, I think. It's all a bit hazy.
Points gained in one jurisdiction may or may not be applied in another, it depends on what, 'exactly', the offence is for and if the persons resident State/Territory have a demerit application for the offence, or not.

Example; in NSW we might issue say a demerit point for using 'front fog lamps' in clear weather, we'd not expect say VIC or QLD to inflict same just because we do. We will see increasing harmonisation of speed demerits for X kay's over etc.

Speed-limits subject, particularly beyond the two 'defaults' will always remain 'states right/responsibility'.

If a person comes to Australia on an overseas licence, they are expected to obtain an Australian equivalent within a set time frame. In Victoria it's three months. I think the other states are probably the same.
It is the same 'requirement' around the world. What governs this is the "United Nations Convetion on Road Traffic (Signs & Signals). Australia contracted the 1949 (Gaz 52) edition, and we remain bound by it. We recognise and use some 1968 Convention items too, see "Road Toll" definition of a road death for example;-
Victorian Auditor-General's Office (Australia)

The Australian States and Territories therefore,- are so bound. In this topic, it is why ALL existing AUS driver manuals state the same 3 month 'unbroken' residency requirement, that at which point the person *must* obtain a domestic license. You will see the same requirement taught in say each US state driver manual, Argentinian, Chinese, EU, South African etc (well over 94 countries now).

See Article 24 and Annex 8, below:-
Convention on Road Traffic [1955] ATS 2
ANNEX 8

CONDITIONS TO BE FULFILLED BY DRIVERS OF MOTOR VEHICLES IN INTERNATIONAL TRAFFIC

The minimum age for driving a motor vehicle under the conditions set out in Article 24 of the Convention shall be eighteen years.

Any Contracting State or subdivision thereof may, however, recognize the driving permits issued by other Contracting States to drivers of motorcycles and invalid carriages of a lower age than eighteen years.
*Recognition could mean a driver/rider of such grouping may not require another person to be with them, IF the requirement does not exist in the home jurisdiction. A grey area.

Atm, much tidying-up is taking place at UN level with this Convention. Eventually, we will see a new replacement that I hope AUS gets to contract.

AND its 'attitude' like that which help get the devices banned in the first place, which is a shame. Regardless, just keep your speed and behaviour 'safe'.

That's why you get a non detectable radar detector.
