Just an update which may help others in the future.
I re evaluated and went back through fault finding again. i obviously wasn't testing thoroughly enough previously when it come to the trinary switch.
The issue ended up being the air-conditioning trinary 4pin switch behind the front bumper.
The ac pressure in the system was normal so didnt think to investigate that any more as also it didnt go out on high or low pressure (didn't have any codes), but the other half of the switch had failed which earth's out the high speed fan relay also. On the most the wiring diagrams I had it didnt show this wire in the loom just the trigger wire from the pcm to the high speed relay. One of the wiring diagrams have since found it shows a trigger wire from the trinary switch and also a trigger wire from the pcm both go to the earth terminal on the coil of the high speed fan relay.
