They measure it as is. The reason they dont like it too low is for safety reasons. If you have too much weight in your car and it brings the ride height below a safe distance then your car is unroadworthy. Simple.

got waved down by a officer to ask where i was headed, simply said i was looking for her and he said take it easy
not one question on height, quite obvious signs i was on the bump stops
Inconsistancy seems to be the problem in SA, one officer say/does this the other doesnt
we need to look and overhaul the rules and get every patrol car supplied with a guide book
