Is that to shoot the dogs or the owners? I hope it's the latter.

don't know about Vic, but in WA the owner gets a fine if their dog is not on a leash. not that this deters idiots with aggressive dogs. problem is, people take them to reserves, which aren't really dog parks. you're supposed to take a dog to an animal exercise beach, but of course that isn't always convenient
Same rules here. Also if your dog is the front garden and your gate is open you can also be fined. We carry capsicum spray and a bite stick with us when we walk our 2 pooches.

Driving behind people who don’t observe the road ahead. They only observe an intersection at the intersection. Not looking what’s happening before it and completely wrecking traffic flow.

Ha ha no , if a dog bites you or your dog you jamb it in their mouth and twist it and "supposed" to release their bite. Alternatively you can stick it up their butt or eyes or stab them in the ribs etc.
