Basically any oil weep that can result in external oil build up which can eventually dribble down the engine so that oil drips onto the road makes the car unroadworthy. And the weep doesn’t even have to be bad enough to have dripped into the road to fail the roadworthy. Such weeps should really be fixed.
The only place where that’s not the case is the intake system where the PCV lets oil into the airstream and coats the inside of the air intake plumbing with oil which can’t drip onto the road since most of it gets sucked back into the combustion chamber. Still, it’s something that should be fixed by fixing the PCV system or adding a catch can, else other engine problems can manifest…
