Then it's all about the poor kid attacked by a police dog.

"A" protected species. There are many.
And re the poor kid attacked by the Police dog, that poor kid still gets a free ride in the ambulance and his (her?) arm still has dog bite right to the bone. No amount of species protection will make that hurt less.
