With the shroud off, a test light on the purple/violet terminal on the back of the ignition switch, is it powered, sending that voltage to the relay? or is it powered only when the car actually cranks?

The start relay gets power EVERY time you turn the key.
The negative side of the relay coil dosent.
This is controlled thru the BCM.
