If you can’t remove head bolts and after a member suggests that you should use a breaker bar not a torque wrench and you still need to ask a forum how then I’m lost and you probably shouldn’t be trying to remove heads by yourself

How much more help do you want? Turn the bolt until it loosens.

Back to the question, tried penetrating oil (or similar light oil) and let it soak under the bolt heads as well as down threads for a while? Standard method in mining industry.

Note the Hexagonal socket with rounded corners which will greatly reduce the risk of rounding off the bolt head.
Don't use the 12 point sockets for this job.

Unless they're 12 point high torque fasteners.
