Check you lifter preload properly.pick a cylinder and turn the engine un till the exhaust valve on that cylinder just starts to open.release the bolt on the inlet valve on that cylinder and let the lifter relax for a couple of minutes.then turn the bolt down till you get to 0 lash and the pushrods gets a little drag when turning it between your fingers then measure how many turns you get on the bolt till tight.turn the engine un till the inlet valve is just about to close and do the same procedure on the exhaust rocker bolt as you did on the exhaust. Let us know how many turns you get

From the front of the engine which valve is the first exhaust one, first one or second one in?
If the issue is preload what can i do about it?

Do i need to use loctite? I was but the internal threads are all greasy now from pulling the lifters off and on a couple of times, trying to figure out what is going on.

Front passenger side cylinder exhaust is the 1st valve

Cool i might start with the drivers side as i already have the cover off.

Excellent that's what I wanted to know. I will get the drivers side done today and report back.
May i ask is Loctite a must? The bolts seem pretty tight. I know they use blue gear from the factory. I have the blue gear but not sure it will help with oil and cam grease in the female threads now.

Delco on the drivers side the rod is almost touching the hole at the bottom. Do you think this could be the issue? I'm not sure whether i should file out the hole or try to buy a thinner rod? Not sure if i can get a thinner rod and the same length?

Have you checked to see if all the rods are the same diameter?
Maybe there is a thinner one that needs to go in that position?

First two valves on drivers side have about 1/3 of a turn on the ratchet before they feel tight. The torque wrench may go a tad further but I just stopped there to check in.
